Files that start with a dot are hidden by default. But there’s an option to show hidden files.
When you click the file manager icon in your hosting control panel (cPanel) a small window opens. In this window there’s an option at the bottom “Show Hidden Files (dot files)” check that and then click go. You’ll now see .htaccess in file manager.
